Stray Dogs In Uttar Pradesh Will Face Life Detention If They Bite Twice; Here’s How

In response to a spike in dog bite incidents, the Uttar Pradesh government has introduced strict new measures. Under the directive from Chief Minister Yogi Adityanath, any stray dog that bites people twice could face life imprisonment, a controversial step aimed at curbing the growing menace of stray dogs.

The state government has directed all municipal bodies to implement new measures amid rising dog bite cases. Principal Secretary of Urban Development, Amrit Abhijat, issued an order specifying unique punishments for aggressive and violent dogs.

According to the directive from the Urban Development Department, a dog that bites a person for the first time will be detained for 10 days at an Animal Birth Control (ABC) Centre. If the same dog bites someone a second time, a three-member team will investigate the circumstances of the attack.

This team will include livestock officers, representatives of the local body, and members of the Society for the Prevention of Cruelty to Animals (SPCA). Should the investigation find no evidence that the dog was provoked to attack, the dog will be kept in the ABC Centre for life unless officially adopted.

First Bite To Invite 10 Days’ Imprisonment

The order also sets conditions for the dog’s detention. The victim of the bite must provide a treatment certificate from a government hospital. Upon receipt of this information, the Animal Husbandry Department of the Municipal Corporation will transport the offending dog to the ABC Centre, where it will receive treatment and be kept under observation.

Before being released after the initial 10-day detention, the dog will be fitted with a microchip to monitor its behaviour. The dogs in the ABC Centre will also be given anti-rabies vaccines, and detailed records of their health and behaviour will be maintained, including video recordings of their activities.

Crackdown On Aggressive Stray Dogs

Dr Vijay Amritraj, the livestock officer for Prayagraj Municipal Corporation, confirmed that the implementation of these new measures is already underway following the Principal Secretary’s orders. The process of forming the three-member committee has begun, and a comprehensive campaign against attacking and violent dogs will soon be launched across the entire municipal corporation area.
