The Supreme Court has modified its order on stray dogs, ruling that those strays that have been picked up in Delhi-NCR must be released back to their original places after vaccination and sterilisation. A previous order had ruled that all stray dogs in the region must be shifted to animal shelters within two weeks. On August 22, a larger SC bench consisting of Justices Vikram Nath, Sandeep Mehta and NV Anjaria ordered that the modifications in the ruling will apply to all stray dogs, excluding those exhibiting aggressive behaviour or infected with rabies.

The issue of sterilising stray dogs comes under the purview of state governments, and local bodies have the mandate to manage related matters. Under the Animal Birth Control (ABC) Rules, 2023, framed by the Centre, local bodies are responsible for carrying out sterilisation and vaccination programmes in collaboration with animal welfare organisations, Union Minister of State, Ministry of Fisheries, Animal Husbandry and Dairying, Prof. S.P. Singh Baghel said in a written reply in the Lok Sabha on August 19.

There are several clinics in Delhi-NCR that offer sterilisation services for street dogs. This includes the SDMC’s centre in Somesh Vihar, as per Justdial. Apart from that, non-governmental organisations such as Red Paws Rescue and Friendicoes in New Delhi are also involved in spaying and neutering street dogs, So City reported.

Street Dog Sterilisation: Cost

Discussions on Quora indicated that the cost of the procedure can vary depending on a number of factors such as the size and breed of the dog, whether any additional immunisation is required, and the type of anaesthesia used. The cost of sterilising a large dog was about Rs 7,000 in 2023, though the price could be different in metropolitan cities. People should consult a veterinary clinic to find out the latest charges.

Stray Dog Sterilisation Drive: Step-By-Step Process

As per Straw India, there is a detailed process, starting with a survey of the area to count the number of stray dogs and puppies.

The location and identification markers/names of the dogs should be noted down. Pictures of the dogs and their location should be taken so that the animals can be returned to the spot after sterilisation.

Make sure to talk to a nearby NGO to carry out the procedure and relocate the dog after the surgery.

Make sure that the van being used to transport the dog stops far away from the location so as not to scare the animal. Prevent large groups of people from gathering near the spot. Try and ensure that the dog does not get hurt while it is being captured.

Talk to the NGO to check up on the dog and see that it is discharged only after it has fully recovered from the process.

The process of neutering stray dogs requires collaboration from facets such as municipal bodies, NGOs and the people residing in the area where the drive is being carried out. The National Centre for Disease Control (NCDC) has been moving ahead with the National Rabies Control Programme (NRCP) to prevent the spread of the zoonotic disease. The operations guidelines for the Rabies Free Cities Initiative, released in 2024, highlight the steps that can be implemented to make areas free from stray dogs infected with rabies.
