UP Bans Caste-Based Rallies, ‘Politically Motivated’ Events After HC Order

The Uttar Pradesh government has announced a state-wide ban on caste-based rallies and public events with political motives, following a recent order by the Allahabad High Court.

The government has also directed immediate removal of caste references from all police records, official documents, and public notices. Vehicles displaying caste-related stickers or slogans will now be fined under the Motor Vehicles Act.

The directive, issued late Sunday to all police units and district administrations, follows a September 16 judgement by the Allahabad High Court, which described caste glorification as “anti-national” and against constitutional values.

Officiating Chief Secretary Deepak Kumar said the order is effective immediately.

“The directive has been issued in compliance with the HC order and is effective immediately,” Kumar told PTI.

Police have been instructed not to record the caste of accused persons in registers, FIRs, arrest memos, or case diaries. Notice boards at police stations must also avoid caste references when listing the names of accused individuals.

The state’s Crime and Criminal Tracking Network and Systems (CCTNS) will be updated to remove the caste column. Until the changes are implemented, officials have been told to leave those fields blank.

Police records will now include the names of both the father and mother of the accused for identification purposes.

The government has also ordered removal of caste-glorifying boards, signs, or symbols in towns and villages, particularly those that mark an area as belonging to a specific caste.

Social media posts that promote caste pride or hatred will be monitored, and strong action will be taken against anyone found spreading enmity online. District officials have been told to ensure strict enforcement of the new guidelines and train officers to raise awareness among the ranks.

The court order, issued in the case Praveen Chetri vs State of UP and others, prohibits the police from mentioning caste in any record related to accused persons and directs the state to prevent caste glorification in both physical and digital spaces.
