For Indian diplomats, the spiralling ebola outbreak in the Democratic Republic of Congo (DRC) has triggered a sense of déjà vu, as the crisis has led to the postponement of the India-Africa Forum Summit for the second time in recent years. The summit was first postponed in 2014 due to the West Africa ebola outbreak.
