NEW DELHI: Uttar Pradesh director general of police (DGP) Rajiv Krishna on Saturday said that ensuring rule of law is essential to achieving the state’s development goals under the Viksit Uttar Pradesh Vision 2047 initiative. Speaking at the Times of India’s Viksit Uttar Pradesh Vision 2047 Conclave, the DGP underlined the role of policing in creating a conducive environment for investment and economic growth.“The target of a Viksit Uttar Pradesh is not just a collective issue but also a very important step in the direction of development,” he said.Referring to global economic studies, Krishna noted that political stability, rule of law, and ease of doing business are the three key pillars of growth.

“UP Police is responsible for the implementation of one of the three pillars – i.e., rule of law,” he said, adding that “many countries across the globe began their development journey by putting rule of law in place.”He linked the improved law and order situation to growing investor confidence in the state.“Strong law and order management helps in confidence building, assuring the investors that their interactions, contractual agreements, safety and security will be taken care of from the government’s side,” he said. The DGP pointed to the “manifold increase” in public trust in UP’s law and order over the last eight years.“It has all been possible because of the CM’s strong will power, his leadership and guidance, and the professionalism of UP Police,” he added.Citing the recent police response to an incident in Bareilly, he said such swift action reinforces public faith in law enforcement. He also noted a shift in perception: “There was a time when people used to prefer investing in Gurgaon, but now that has changed – and one of the driving factors is the changed perception of law and order situation of the state.”

10 police priorities for vision 2047

The DGP also laid out ten key focus areas that the UP Police will prioritise in the run-up to 2047:

  1. Zero tolerance to crime: Even minor offences are met with a firm response.
  2. Women’s safety: Launch of Mission Shakti 5.0 with a complete overhaul in how crimes against women are handled.
  3. Cybersecurity: Cyber police stations increased from 1 to 75 to counter rising cybercrime post-pandemic.
  4. Rule of law: A consistent and firm approach to upholding legal norms.
  5. Public grievance redressal: Faster and more transparent complaint resolution.
  6. Service delivery: Focus on efficiency across different police services.
  7. Personnel training: Continuous skill-building for better service delivery.
  8. Right appointments: Assigning the right officers to the right roles.
  9. Tech & AI integration: Using data-driven tools for better policing decisions.
  10. Internal reforms: Ongoing structural and operational improvements.

The DGP said these efforts are being carried out under the leadership of chief minister Yogi Adityanath, with the aim of achieving the state’s 2047 vision.
