Amid the debate over the Supreme Court’s recent order on stray dogs, the Centre has brought in a fresh set of rules that directly affect pet owners. On Monday, the Public Trust (Amendment) Bill, 2025 was introduced in Parliament, under which the penalty for walking a dog in a public place without a leash and collar has been raised sharply from Rs 50 to Rs 1,000.

According to the provision, first-time offenders will be let off with a warning, but repeat violations will attract the hefty fine. Officials said the move is aimed at ensuring public safety while reminding dog owners of their responsibilities.

The legislation, however, does not stop at pet regulations. The Bill also includes several measures that will impact vehicle owners. Driving licences will now remain valid for 30 days after expiry, vehicle registration can be carried out at any office within the state rather than being restricted to a regional office, and the time limit for notifying cancellation of a vehicle registration has been extended from 14 to 30 days.

Changes have also been proposed in the New Delhi Municipal Corporation (NDMC) Act. Property tax, which was earlier assessed by the traditional method, will now be calculated through the unit area system, making the process more transparent and simplified.

Commerce and Industry Minister Piyush Goyal, while presenting the Bill in the Lok Sabha, said that the law will remove petty crimes from the category of crime and bring them under the purview of only fine or warning. He added that the reform will not only reduce the burden on the courts but also provide much-needed relief to citizens.

The government has described the step as a continuation of its reform agenda under the principle of “Minimum Government, Maximum Governance”.

For pet lovers, however, the message is clear: take your dog out only with a proper chain and collar. After the first warning, the penalty will bite.
