Lashkar’s Kasuri Threatens PM Modi, Peddles ‘Water Terrorism’ Narrative Against India | Exclusive

Lashkar-e-Taiba’s (LeT) deputy chief and Pahalgam terror attack mastermind Saifullah Kasuri has issued an open threat to Prime Minister Narendra Modi, in a video message accessed by CNN-News18. Kasuri has accused India of engaging in “water terrorism.” The video, circulated on Pakistan-based online platforms, showcases Kasuri claiming to act “in the name of flood relief work,” while openly vowing to avenge the recent floods that devastated parts of Pakistan.

Kasuri, who is known to operate under the direct patronage of LeT founder Hafiz Saeed’s inner circle, declared that India is “doing water terrorism” and alleged that New Delhi deliberately caused flooding in Pakistan through “uncontrolled water release.” In the video, he praises Pakistan Army Chief General Asim Munir, calling him “Field Marshal” and urging him to “teach a lesson to PM Modi like we did on May 10, 2025″ — a reference intelligence agencies believe points to earlier cross-border terror plots.

According to top intelligence sources, Kasuri’s video is more than just propaganda. It is being viewed as part of a coordinated ISI-backed narrative warfare designed to inflame public sentiment in Pakistan while preparing the ground for cross-border infiltration and sleeper cell activation. Sources indicate that Lashkar cells based in Lahore and Bahawalpur have been tasked to revive militant activity along the Jammu and Punjab sectors, potentially signaling the planning of another major strike, dubbed internally as “Pahalgam 2.”

Kasuri’s message also underscores the growing brazenness of Pakistan-based terror outfits that are using humanitarian pretexts — such as flood relief — to mask their extremist mobilisation. Intelligence sources suggest that LeT operatives are exploiting social media and religious networks to spread anti-India propaganda, framing natural disasters as “acts of war” by India to justify renewed militancy.

The latest threat comes at a time when India and Pakistan remain locked in diplomatic and military tensions, with Islamabad increasingly using hybrid tactics — propaganda, misinformation, and covert terror operations — to destabilise peace in the region. Officials in New Delhi have reiterated that such threats will not deter India’s counter-terror operations and have warned of “strong and decisive action” against any attempt to breach its sovereignty.
