Canada’s official listing of the Lawrence Bishnoi gang as a terrorist entity under the country’s Criminal Code is a selective move that has come after pressure from its law enforcement, said intelligence sources.
“Canada is continuing to provide safe haven to Khalistani extremists targeting India and people involved in the 20:20 referendum. By designating Bishnoi as a terror group, Canada is trying to balance narratives by equating a criminal terror network from India with Khalistani separatists,” they said.

“The move is an attempt to shift global perception. This is to undermine India’s strong counterterror diplomacy against Pakistan-sponsored jihadists. The Indian side has given multiple dossiers on Khalistani outfits like Sikhs For Justice (SFJ) and Babbar Khalsa, but Canada continues to ignore those. “India’s demand is that Canada should share intelligence on Bishnoi’s foreign financial and arms links instead of just symbolic bans. Only sharing intelligence will prove that Canada is serious or playing optics,” they said.

Canada’s act risks internationalising criminal gangs as terror groups and weakening the global counterterror framework. It is a diversionary tactic against its domestic criticism and diaspora politics, not a genuine anti-terror step. This is exposing Canada’s lack of credibility,” said sources.
