Months after Operation Sindoor dismantled nine terror launchpads in Pakistan-occupied Kashmir, Pakistan-backed terrorist groups are rebuilding their networks deeper inside Khyber Pakhtunkhwa (KPK), close to the Afghanistan border, it was reported. Lashkar-e-Taiba (LeT)- the UN-designated terror group behind the 26/11 Mumbai attacks- is constructing a new facility named Markaz Jihad-e-Aqsa in Lower Dir district of KPK, just 47 kilometres from the Afghan frontier, as per reports citing intelligence inputs and satellite imagery reviewed by security agencies.

Reports indicate that the sprawling centre, spread over 4,600 square feet and located adjacent to a mosque, is intended to function as both a residential complex and a training hub for suicide units. LeT has reportedly diverted significant funds and resources to ensure the site is operational by December 2025.

The camp is believed to be under the command of Nasr Javed, one of the conspirators of the 2006 Hyderabad blasts, with ideological and weapons training handled by senior operatives Muhammad Yasin (alias Bilal Bhai) and Anas Ullah Khan. Once functional, reports suggest the facility will run advanced programmes such as Daura-e-Khas and Daura-e-Lashkar while serving as the new base for the group’s Jaan-e-Fidai fidayeen unit.

Shift After Operation Sindoor

Reports claimed that the construction began barely two months after the Indian Air Force struck LeT’s Markaz Ahle Hadith launchpad in Pakistan-occupied Kashmir on May 7. The Lower Dir site is seen as a safer fallback location, chosen to reduce exposure to Indian air and ground retaliation. Reports further suggest that the LeT camp lies only four kilometres from a Hizbul Mujahideen base, while Jaish-e-Mohammed (JeM) has also begun rebuilding in the region.

According to assessments cited in reports, Pakistan’s recent “cleanup” operations in Lower Dir targeted Tehreek-e-Taliban Pakistan (TTP) fighters but in the process cleared space for pro-establishment groups like LeT and JeM.
