Karnataka Halts Foreign Tours For Officials Till Year-End Over Pending Study Reports

The Karnataka government, in a significant move to ensure accountability and efficiency, has frozen all foreign trips for its officials until the end of 2025. The decision comes after a noticeable failure by several officials to submit mandatory study and implementation reports from their previous overseas visits.

The new directive, announced in a circular from the Department of Personnel and Administrative Reforms (DPAR), aims to enforce stricter reporting protocols. According to the circular, officials who travelled abroad on official visits between August 2024 and July 2025 were required to submit a comprehensive study report detailing their learnings and recommendations within one week of their return.

“The chief minister had instructed these to be submitted within a week of returning,” the circular, signed by a DPAR under-secretary, stated. The government, however, has observed that “several officials have undertaken official trips and not submitted the report”.

To rectify this, the new diktat mandates that officials must now submit their pending study reports before they can even seek approval for any future international travel. The circular explicitly states, “Further to this, foreign trips till this year end will not be allowed.”
