India is drawing up a plan to strengthen its ability to protect satellites from hostile actions after a recent near miss in orbit exposed risks to national security, Bloomberg reported, citing people familiar with the matter.

According to Bloomberg, the PM Modi-led government is considering the development of “bodyguard satellites” that can detect and counter threats to India’s space assets. Satellites played a key role during India’s conflict with Pakistan earlier this year, underscoring their importance for both civilian and military purposes.

The urgency was heightened after a previously unreported incident in mid-2024 when a satellite from a neighbouring country came within 1 kilometre of an Indian Space Research Organisation (ISRO) satellite orbiting at 500-600 kilometres above Earth, Bloomberg said. The Indian satellite was engaged in activities with potential military applications, including mapping and ground monitoring.

Although the two spacecraft did not collide, the unusually close approach was interpreted by some as a possible show of capability by the other nation. Neither ISRO nor the Department of Space responded to requests for comment.

Bloomberg reported that the satellite-protection initiative is part of a wider security program, which also includes a ₹270 billion ($3 billion) plan to deploy about 50 surveillance satellites. The first in this new fleet is expected to launch next year, further bolstering India’s space-based assets.

India’s government is also exploring partnerships with startups to develop technologies such as Light Detection and Ranging (LiDAR) satellites, which could help spot threats faster and give operators on Earth more time to manoeuvre vulnerable spacecraft. Discussions, however, remain at an early stage, people familiar with the matter told Bloomberg.
