The Election Commission of India (ECI) would likely begin a nationwide Special Intensive Revision (SIR) in October-November. The top EC officials have directed the state chief electoral officers (CEOs) to be ready for SIR by September 30.

As per a report by PTI, a conference was held in New Delhi where the Election Commission asked the state poll bodies to be ready for SIR rollout by September 30.

The CEOs are instructed to keep voter lists of their states, published after the last SIR, ready.

The last SIR in states will serve as the cut-off date, just as the 2003 voter list of Bihar is being used by the EC for thorough revision.

Why Is SIR Important?

Most states had the last SIR between 2002 and 2004 and have nearly completed mapping of current voters with those as per the last intensive revision.

EC had announced that after Bihar, SIR will be rolled out in the entire nation. In 2026, Assembly elections will take place in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal.

The primary motive of SIR is to intensively check the electors and weed out foreign illegal migrants by checking their place of birth.

Notably, several states have already published their voters lists after their last SIR on the respective websites.

As per PTI, the website of the Delhi CEO has the voter list from 2008, when the last intensive revision took place in the national capital.

In Uttarakhand, the last SIR took place in 2006 and the electoral roll from that year is now on the state CEO’s website.

SIR assumes significance in the wake of a crackdown in various states on illegal foreign migrants, including from Bangladesh and Myanmar.
