France’s April 2026 decree bans the sale, possession, import and use of nicotine pouches, with penalties reaching five years in prison and fines of €375,000. Authorities cited rising youth nicotine poisoning cases, aggressive social media marketing and inconsistent nicotine levels in products entering the market
