The Central government has withdrawn the exemption granted to Indian citizens emigrating to Iran, citing the need to enhance the protection of its citizens abroad. This means that, henceforth, emigration clearance will be mandatory for Indians traveling to Iran for employment purposes.

In a statement dated August 26, 2025, the Ministry Of External Affairs stated, “In exercise of powers conferred by the sub-section (1) of Section 41 of the Emigration Act, 1983 (31 of 1983), the Central Government, with a view to protect and safeguard the interests of citizens of India going to Iran, hereby withdraws the exemption granted to them from the operation of Section 22 of the said Act vide notification S.O. 2161(E) dated 28.12.2006.”

The decision revokes the exemption earlier granted under notification S.O. 2161(E) dated December 28, 2006. The change comes under the authority of Section 41(1) of the Emigration Act, 1983.

This means that Indian citizens who want to work in Iran will now need emigration clearance, as required under Section 22 of the Emigration Act. This rule applies to people going to certain countries for jobs. The step is aimed at providing additional oversight and safeguard workers from potential exploitation or unsafe working conditions.

Further details on the emigration clearance process and implementation timelines are expected to be released shortly by the Protector General of Emigrants.
