Russia takes a negative view of European proposals on security guarantees for Ukraine and will not accept any NATO troop presence on its neighbour’s territory, the Kremlin said. Kremlin spokesman Dmitry Peskov said Moscow considered US President Donald Trump’s efforts to end the war in Ukraine “very important” and hoped they would continue.

As part of a potential peace settlement, Ukraine’s European allies are working to draw up a framework of security guarantees to protect Kyiv from future Russian attacks. Dmitry Peskov said any European troop deployment in Ukraine would effectively mean a NATO presence- something Moscow has opposed since the start of the conflict.

“In fact, at the very beginning, it was the advancement of NATO military infrastructure and the infiltration of this military infrastructure into Ukraine that could probably be named among the root causes of the conflict situation that arose,” he said.

“So we have a negative attitude towards these discussions,” he added.

Dmitry Peskov called the issue “one of the most important topics” but said Moscow did not believe discussing details in public was useful. He noted that this month’s US-Russia summit in Alaska between Donald Trump and Vladimir Putin had been “very substantive, constructive and useful”.

Dmitry Peskov confirmed Russian and Ukrainian negotiators remain in contact though he could not give a date for their next meeting. The last direct talks took place in Istanbul on July 23 and lasted just 40 minutes.

What Have All Sides Said On Ukraine Peace Push?

Donald Trump said earlier that the US will not send troops into Ukraine under any future deal but has signalled openness to other forms of military involvement, including air and intelligence support. All sides agree security guarantees must be part of any deal but they remain divided on their form. Russia insists it should be a guarantor of Ukraine’s security and wants to revive a 2022 proposal that Kyiv has rejected, saying it would have handed Moscow a veto over outside military support.
