Saudi Arabia’s Ministry of Human Resources and Social Development (HRSD) has announced two major decisions to strengthen the participation of Saudi nationals in the private-sector workforce. The measures aim to create productive and appealing job opportunities while ensuring the labour market meets the current and future demands of marketing and sales sectors.What is Saudization?Saudization is a government initiative to increase employment of Saudi nationals in the private sector. It sets specific hiring targets for companies to ensure meaningful participation of local talent in various professions.The first decision raises the Saudization rate for marketing roles to 60 percent in private-sector establishments with three or more employees, effective January 19. The minimum wage for these positions has been set at SAR 5,500. The requirement covers a wide range of roles, including:

  • Marketing manager
  • Advertising manager
  • Advertising agent
  • Graphic designer
  • Advertising designer
  • Public relations specialist
  • Marketing specialist
  • Public relations manager
  • Photographer

Companies have a three-month preparation period to implement the changes and meet the new targets.Similarly, the second decision raises the Saudization rate for sales positions to 60 percent, also effective January 19, for establishments with three or more staff in sales roles. Covered positions include:

  • Sales manager
  • Retail sales representative
  • Wholesale sales representative
  • Sales representative
  • IT and communications equipment sales specialist
  • Sales specialist
  • Commercial specialist
  • Goods broker

The rule allows the same three-month period for businesses to adjust.HRSD highlighted that private-sector establishments will benefit from support measures, including assistance with recruitment, training, employee development, and programs that promote job stability. Companies will also have priority access to Saudization initiatives and programs offered by the Human Resources Development Fund (Hadaf).The ministry explained that these decisions are based on labour market analyses reflecting the number of Saudi job seekers in marketing and sales and the sector’s current and projected needs. By implementing these measures, HRSD expects to enhance labour market attractiveness, expand quality job opportunities, and strengthen employment stability. A procedural guide has been published on the ministry’s website to help companies comply and avoid penalties.
