NHAI Charging Two-Wheelers On Toll Plaza? What Govt Fact-Check On Viral Claim Says

Reiterating that no toll is levied on two-wheelers at any National Highways Authority of India (NHAI) toll plaza across national highways and expressways, the Union Government on Thursday clarified that viral videos circulating on social media were from a toll plaza under the Yamuna Expressway Industrial Development Authority (YEIDA).

PIB Fact Check, in a social media post, clarified that the viral claim about two-wheelers being charged toll on national highways was misleading. “No user fee is charged from two-wheelers at toll plazas located on National Highways and National Expressways across the country…,” the government said, adding that the video is related to Uttar Pradesh’s Yamuna Expressway that does not fall under the jurisdiction of NHAI.

The vidoe claimed that toll tax is being collected from two-wheelers at toll plazas on National Highways and National Expressways, showing a line of bikes on toll plaza.

“This expressway is a state expressway controlled by the YEIDA, where toll rates are decided by YEIDA,” they added.

Earlier clarification

This is not the first time such claims surfaced. In June also the Ministry had to clarify similar rumours. Union Minister Nitin Gadkari had said in June that no such proposal is under consideration.

“Some media houses are spreading misleading news about imposing a toll tax on two-wheeler vehicles. No such decision has been proposed. The exemption on toll for two-wheeler vehicles will continue completely,” Gadkari posted in Hindi.

Terming the claim as “Fake News” the NHAI also clarified that “no such proposal is under consideration. There are no plans to introduce toll charges for two-wheelers.”

What the Rules Say

The Ministry on Thursday said that as per rules, the user fee at toll plazas is charged from four or more wheeled vehicles which include categories like car and light motor, commercial and goods vehicles, truck and heavy construction machinery or multi axle vehicle apart from oversized vehicles.

The sub-rule 4 of Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, protects two-wheelers from toll.

“No fee shall be levied for the use of the section of national highway, permanent bridge, bypass or tunnel, as the case may be, by two wheelers, three wheelers, tractors, combine harvesters and animal drawn vehicles,” it said, adding these vehicles are not allowed to use the section of national highway where a service road or alternative road is available.

In case a service road or alternative road is available and the driver of the two wheeler is making use of the section of national highway, they “shall be charged fifty per cent of the fee levied on a car”.
