J-K Finance Dept sets capex ceilings for FY 2026-27; April 21 deadline for BEAMS upload

Jammu, Apr 2 (PTI): Jammu and Kashmir Finance Department on Thursday conveyed capital expenditure ceilings for the financial year 2026–27, and fixed April 21 as the deadline for uploading works on the BEAMS portal.

The move comes as the government plans to authorise funds early this year for the timely execution of projects, an official spokesperson said.

The Finance department directed all administrative departments and district development commissioners (DDCs) to upload approved work and activities on the BEAMS portal as per the prescribed B12 statement, for the department to authorise 50 per cent of the allocated funds immediately.

The DDCs have been directed to finalise and upload their plans, in consultation with MLAs and other elected representatives, within the stated time, according to a Finance spokesperson.

The Finance has laid significant emphasis on ongoing works, mandating that at least 70 per cent of the capex allocation be used to complete them, and the remaining for new work.

The departments have been instructed to prioritise pending JPKCC projects and address funding gaps in languishing projects within the available ceilings.

New work must be finished within two years, extendable up to three years only in exceptional cases involving mega projects, the spokesperson said.

He said all spillover and ongoing work expected to be completed during 2026–27 or shortly thereafter shall be treated as the first charge on the Capex Budget. Clear instructions were made that Capex funds shall not be diverted for revenue expenditure, the spokesperson said.

All Centrally Sponsored Schemes (CSS) and NABARD projects must reflect both Central and UT shares on the BEAMS portal to ensure complete financial transparency.

It has been made compulsory that land compensation, forest clearance costs, and utility shifting components are included in detailed project reports. PTI TAS TAS VN VN
