His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum has issued a Resolution forming the Dubai Civility and Urban Aesthetics Committee, a new body tasked with enhancing the city’s visual identity, public spaces, and overall urban experience. According to the Emirates News Agency (WAM), this initiative supports Dubai’s leadership vision and aligns with the Dubai 2040 Urban Master Plan to make the Dubai the world’s most beautiful and advanced city.

Strategic vision rooted in leadership directives

Acting on the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has issued a Resolution establishing the Dubai Civility Committee. The formation of this committee is a significant step toward realising Dubai’s ambition of becoming the world’s most beautiful and advanced city. It reflects the emirate’s commitment to enhancing its urban environment while preserving its distinctive architectural character and lifestyle harmony.

Committee composition and leadership

The Dubai Civility Committee will be chaired by Mohammad bin Abdullah Al Gergawi. Its membership includes:

  • The Chairman of the Supreme Committee of Urban Planning, who will serve as Vice Chairman
  • The Secretary-General of The Executive Council of Dubai
  • The Director-General of the Crown Prince’s Office
  • The Commander-in-Chief of Dubai Police
  • The Director-General of the Dubai Department of Economy and Tourism
  • The Director-General of Dubai Municipality

This multi-agency composition is designed to bring together diverse urban, economic, security, and governance perspectives, ensuring coordinated implementation across city sectors.

Mandate and responsibilities

The committee has been tasked with supporting Dubai’s efforts to enhance its aesthetic ambiance, visual appearance, and global image, all in alignment with the Dubai 2040 Urban Master Plan. Its responsibilities span several focus areas:

  • Enhancing Urban Aesthetics: Identifying and addressing visual elements that detract from Dubai’s overall urban appeal, while reinforcing the city’s visual identity based on approved urban planning guidelines.
  • Strategic Urban Policy: Setting policies and strategic directions that promote best practices in maintaining and elevating urban aesthetics across all districts.
  • Collaborative Planning: Approving and implementing plans in coordination with the Supreme Committee for Urban Planning, ensuring alignment with broader developmental objectives.
  • Performance Monitoring: Reviewing progress at each stage, assessing outcomes, measuring public satisfaction, and evaluating the overall impact of policies and campaigns.
  • Problem Identification and Resolution: Identifying unsightly or problematic urban elements, assigning relevant authorities to conduct surveys, recommend solutions, and clearly define responsibilities for each improvement area.
Technology,accountability, and inter-agency cooperation

To ensure proactive management of urban aesthetics, the Committee will harness advanced technologies, including artificial intelligence, to detect early signs of negative trends and design timely, effective interventions. It will also oversee resource planning, propose necessary budgets, and establish subcommittees or working groups to address specific implementation challenges. A key part of the Committee’s mandate is to ensure accountability across all involved entities by clearly assigning responsibilities, setting performance indicators, and monitoring outcomes. Government entities responsible for shaping Dubai’s urban landscape are required to fully cooperate by regularly providing data, reports, statistics, and studies.
