16.4% deleted in Haryana draft roll; 10.8% in Andhra Pradesh

Nearly 16.4% of the electorate in Haryana and 10.8% in Andhra Pradesh were excluded in draft voter rolls published for the two states Friday as part of phase 3 of special intensive revision (SIR).In Haryana, the total strength of electors in the draft roll was 83.6% of 2.1 crore at the start of SIR on May 14. Of those deleted in the enumeration phase, 3.7% (7.7 lakh) have been marked by booth-level officers as dead; 11.7% (24.1 lakh) as permanently shifted, absent or untraceable; and 1% (2 lakh) as enrolled at more than one place.

In all, 33.8 lakh names have been struck off the draft rolls, bringing the electorate down to 1.7 crore.Andhra draft roll drops 44.9L namesOver 89.2% of 4.2 crore electors enrolled in Andhra Pradesh at the start of Special Intensive Revision submitted their enumeration forms, with the remaining 3.7% found deceased; 5.3% permanently shifted, absent or untraceable; and 1.8% enrolled at multiple places.The draft roll published Friday lists a total 3.7 crore electors in Andhra, after deletion of 44.9 lakh voters. AP chief electoral officer (CEO) Vivek Yadav and Haryana CEO A Srinivas attributed the non-collection of 10.6% and 16.4% enumeration forms, respectively, to the corresponding electors having enrolled in another state or UT, not being found by BLOs, not having submitted the form within the deadline (July 24), or simply not willing to register as an elector. Genuine electors can still be added back in the electoral rolls during the claims and objections period, which will run from July 31 to Aug 30, by filling up Form 6, along with the prescribed declaration form.
