Salman Khan-linked housing project in Goa under scanner; Bombay High Court issues notice in PIL alleging CRZ violations

More legal trouble has reportedly followed Bollywood actor Salman Khan.According to the latest reports, the Goa bench of the Bombay High Court has issued a notice to the actor, after taking cognisance of a public interest litigation (PIL) alleging ‘violations of Coastal Regulation Zone (CRZ) norms’ at a property in Candolim, Goa.

Salman Khan-linked housing project comes under scanner

A report on Dainik Gomantak states that a PIL was filed by the Calangute Constituency Forum, challenging the construction carried out on a plot in Candolim, which is said to be within the 100-metre “No Development Zone” under CRZ-III regulations.According to the petition, alleging violation of environmental laws, Salman and a company linked to him have constructed residential villas in the ‘ecologically sensitive zone’. Classic City Investments Private Limited reportedly constructed residential villas and swimming pools approximately 55 metres from the high tide line of the Sinquerim River, allegedly in violation of CRZ regulations. The plea further claims that Salman Khan is the managing partner of the company.The PIL also challenges the occupancy certificate issued by the Gram Panchayat on April 30, 2025. It alleges that the construction on the plot, exceeded the approved building plans and that procedural ‘irregularities’ occurred during the issuance of the certificate. The petition names several respondents, including the Goa government, the Goa Coastal Zone Management Authority, the Candolim Gram Panchayat, the Ministry of Environment, Forest and Climate Change and many other bodies.

High Court issues notice

The High Court has reportedly issued notices to all the respondents, seeking their responses to the allegations. The matter will be taken up further after the replies are filed.This update comes after the High Court previously expressed concern over the alleged ‘illegal construction’ along Goa’s coastline. At the time, the court warned that officials could be held personally liable if timely action is not taken on complaints relating to CRZ violations.
