Two residents of Uttar Pradesh alleged they were cheated of nearly Rs 4.5 lakh on the false promise of jobs in Russia, only to be left abandoned in the country without food or shelter.
Investigators said the men, both from Maharajganj district, were flown to Kazakhstan on July 1 and later taken to the Russian city of Omsk.

Once there, they discovered no jobs or accommodation were waiting for them.
For days, they struggled to survive with little food until their families sent money for tickets home. They returned to India on July 17, reported PTI.
One of the victims, 45-year-old mason Pramod Chauhan, told police he had known an agent named Nizamuddin since his years working in Saudi Arabia.
When Nizamuddin approached him with an offer of employment in Russia earlier this year, Chauhan trusted him. He was even shown an appointment letter and a contract dated June 30.
His neighbour, Gautam Sahni, joined him after hearing about the supposed opportunity.
According to the police, instead of legitimate work permits, both men were given tourist visas. The agent allegedly collected Rs 50,000 in cash and the rest through online transfers before sending them abroad.
After Chauhan filed a complaint, the Crime Branch registered a case of cheating and criminal conspiracy. Officials said further investigation is underway to identify and nab those involved in the racket.
