Qatar Ministry of Education introduces teacher competency assessment for private schools

The Ministry of Education and Higher Education (MoEHE) has introduced a landmark project to evaluate teacher competency in Arabic, Islamic, and Qatari history across private schools and kindergartens for the 2025-2026 academic year. This initiative seeks to strengthen teaching quality, improve student learning outcomes, and establish a unified professional framework for core national subjects.

Strengthening private education through Teacher assessment

The MoEHE emphasized that this project represents a strategic effort to elevate the quality of private education in Qatar. By focusing on the three compulsory national subjects—Arabic, Islamic studies, and Qatari history—the ministry aims to ensure that curricula are delivered according to clear, consistent standards. This unified framework is designed to enhance teaching performance and encourage the adoption of effective educational practices. Ultimately, it supports the continuous development of learning environments across private schools and kindergartens.The assessment is also positioned as a key tool in Qatar’s broader educational vision. By improving teacher performance and student outcomes, the project contributes to the country’s long-term goal of becoming a leading educational hub, in alignment with Qatar National Vision 2030, which identifies investment in human capital as central to building a knowledge-based society.

Implementation and monitoring

The project will be rolled out through several structured steps:

  • Official Circular: Schools will receive guidance on using a dedicated electronic form for assessments.
  • Introductory Workshops: Sessions will be conducted to orient school staff and ensure clear understanding of the process.
  • Performance Monitoring: Teachers’ performance will be tracked through periodic reports and feedback collection, allowing for ongoing improvements.

The results of these assessments will serve as a primary reference for professional competency reports and for designing targeted professional development programs for teachers. This data-driven approach ensures that support and training are tailored to actual classroom needs.

Emphasis on Teachers as the cornerstone

Assistant Undersecretary for Private Education Affairs, Omar Abdulaziz Al Naama, highlighted that teachers are central to the success of any educational system. He described the project as a developmental tool to strengthen teachers’ capabilities, improve teaching practices, and recognize their role as partners in shaping the future of education in Qatar.Dr. Rania Mohammed, Director of the Private Schools and Kindergartens Department and Acting Director of the Private Schools Licensing Department, detailed the evaluation methodology:

  • Classroom Visits: Official observations will form a critical part of the assessment.
  • Student Performance: A significant portion of evaluation weight will be based on measurable student outcomes to ensure that teaching improvements directly benefit learners.
  • Standards Development: The evaluation criteria were developed through rigorous stages, including reviewing Arab and international standards, systematically selecting assessment items, and piloting the program in fifty schools and kindergartens. The pilot included specialist training, classroom visits, and feedback collection to refine the process and ensure practical applicability.

A qualitative leap for private education

The MoEHE described the project as a major advancement for Qatar’s private education system. Beyond improving teaching quality, it embodies the country’s commitment to empowering educators and fostering an educational environment where student success is closely linked to professional teaching standards. By setting measurable, transparent benchmarks and supporting teachers through development programs, Qatar aims to continuously enhance the performance of its private education sector.
