Who is Gaganpreet Makkad, BMW driver who hit finance ministry official, leading to his death?

A tragic accident on Sunday claimed the life of Navjot Singh, a 56-year-old Deputy Secretary at the Ministry of Finance, after a speeding BMW rammed into his motorcycle near Delhi Cantt metro station on Ring Road.

Singh and his wife, Sandeep Kaur, were returning home from Bangla Sahib Gurdwara when their two-wheeler was hit from behind. Kaur was seriously injured in the incident and is currently receiving treatment.

The car was driven by Ganganpreet Makkad, a Gurugram resident, who is now at the centre of the investigation.

In a serious allegation, Kaur has claimed that despite her repeated requests, Ganganpreet chose not to admit them to a nearby hospital. Instead, she allegedly took them nearly 20 km away to a facility where she had connections. Kaur believes this delay may have cost her husband his life. Earlier, the couple’s son had also raised similar concerns.

Ganganpreet herself was injured in the crash and admitted to the same hospital, but police arrested her on Monday shortly after she was discharged.

As the case unfolds, Ganganpreet’s account of the crash is coming into focus. Here’s what we know about her.

Was in panic, only knew that hospital: Ganganpreet

During questioning, Ganganpreet told police that she took the injured couple to a hospital far from the accident site because she panicked and only knew of that particular hospital, India Today reported.

She explained that her children had been admitted there during the Covid-19 pandemic, and in the chaos of the moment, it was the first hospital that came to her mind.

However, a police officer familiar with the probe told the Hindustan Times that the accused’s father is acquainted with one of the three owners of Nulife Hospital in GTB Nagar, the same facility where the victims were initially taken.

The couple’s son, Navnoor Singh, has also raised serious concerns about how things unfolded at the hospital. He alleged that staff did not provide clear details about the woman involved in the crash and pointed to irregularities in the paperwork.

“Around five hours later, I saw a doctor preparing a medico-legal certificate in Ganganpreet’s name. I asked why a fake document was being made. On enquiring, I was told that the woman was being treated at the same hospital,” he said, claiming that the hospital was linked to the accused through ownership.

Ganganpreet, who lives in Gurugram, had her husband, Parikshit Makkar, and their two children with her on Sunday when the accident happened. According to the Indian Express, Parikshit runs a business in Delhi making horse leather saddles, seats, covers, and belts.

Police have since booked Ganganpreet under charges of culpable homicide not amounting to murder and tampering with evidence.

‘Gaganpreet ignored requests’: Kaur alleges delay in medical help

As Ganganpreet’s side of the story emerges, Navjot Singh’s wife, Sandeep Kaur, has offered a different account of what happened that day.

“We were at the gurdwara till 12.20 pm, after which we went for lunch at Karnataka Bhawan. We both then sat on the motorcycle and left for our home (Jail Road, West Delhi). We were travelling from Dhaula Kuan to Delhi Cantonment when a speeding and rashly driven BMW hit us from the back,” Kaur said in the FIR cited by The Times of India.

She recalled how the impact threw both of them onto the road. “My husband was wearing a turban while I was wearing a helmet. The impact was such that we both fell on the road, my husband sustained injuries to his face and legs, and I sustained multiple fractures on my forearms and injuries to my head, requiring 14 stitches,” she said.

Kaur alleged that instead of rushing them to the nearest facility, Ganganpreet deliberately diverted them to a small hospital. “I kept pleading with them to take us to the nearest hospital immediately, especially since my husband was unconscious. But the woman… ignored my requests and deliberately delayed medical help,” she said.

The driver of the van that transported them, Mohammad Gulfam, told reporters that he acted on the family’s instructions. “I was coming from the other side when I saw the accident. I stopped my car, put them inside, and drove them to New Life Hospital in Azadpur. After about half an hour, I went home. At that time, I did what I felt was right. It was those people themselves who asked me to take them to the hospital,” he said.

Police, however, maintain that it was Ganganpreet who instructed Gulfam to take the victims to that particular hospital.

Kaur added that even while on the stretcher, she again urged the woman to take them to a better hospital. The couple was eventually shifted to a private facility in Dwarka, where she is now undergoing treatment.

What’s next for Gaganpreet?

On Tuesday, Ganganpreet was taken to Tihar Jail after a city court sent her to two days’ judicial custody.

She was produced before Duty Judicial Magistrate First Class Akanksha Singh at the judge’s residence, according to Delhi Police. The Patiala House court has also issued a notice on her bail plea, which is set to be heard on 17 September, when she will be produced again.

Police told News18 that Ganganpreet’s blood test came back negative for alcohol, ruling out drunk driving. Investigators now plan to record the statement of her husband, Parikshit Makkad, once he is discharged from the hospital.

Investigators will further match witness accounts with CCTV footage and other evidence before presenting their findings in court.
