Rajya Sabha: Over 7 lakh households get zero electricity bills after rooftop solar installation under govt scheme

NEW DELHI: Over 7.7 lakh households receive zero electricity bills after installing rooftop solar panels under the PM Surya Ghar: Muft Bijli Yojana, minister of state for new and renewable energy Shripad Yesso Naik informed Parliament on Tuesday.The minister said the govt has so far provided subsidy support of Rs 13,926 crore, while over 8.3 lakh loan applications have been sanctioned to provide financial assistance for the installation of the rooftop solar plants.In reply to a separate query, he said farmers earn up to Rs 80,000 per hectare per year by leasing their land for solar plants under the PM-KUSUM scheme.According to data provided by the minister, a total of 24.35 lakh households have so far installed rooftop solar plants under the scheme.

The govt has set a target of one crore households by FY 2026-27, with an outlay of Rs 75,021 crore. The scheme was launched in February 2024.“As of Dec 9, 2025, a total of 19,45,758 RTS (rooftop solar) systems were installed across the country, benefitting 24,35,196 households. The scheme delivered zero electricity bills to 7,71,580 households,” Naik said in a written reply to the Rajya Sabha.In another reply, the minister said the PM-KUSUM scheme has empowered farmers as ‘Urjadata’, with the number of beneficiaries crossing the 20-lakh mark. The scheme has three components. Under Component A, farmers are enabled to adopt solar energy, becoming Urjadata alongside Annadata and enhancing their income. Under Component B, existing diesel pumps are replaced with solar pumps. Under Component C, farmers can earn Rs 25,000 per acre per year by leasing land for the installation of solar projects.The minister said that for plants commissioned under Component A, the median average income is Rs 4.5 lakh per MW per month, and farmers can earn up to Rs 80,000 per hectare per year.Replying to a question on the National Green Hydrogen Mission, Naik said that under the incentive scheme for electrolyser manufacturing, 15 companies were awarded a total manufacturing capacity of 3,000 MW per annum, with incentives amounting to Rs 4,440 crore. Under the incentive scheme for green hydrogen production, 18 companies were awarded a cumulative production capacity of 8.62 lakh tonnes per annum. Meanwhile, under the incentive scheme for procurement of green hydrogen for refineries, two companies were awarded a total capacity of 20,000 tonnes per annum.So far, four Hydrogen Valley Innovation Clusters — Jodhpur, Pune, Bhubaneswar and Kerala — have been sanctioned, the minister said in another written reply.
