Orders from the top leadership instructed Indian forces not to fire on Chinese tanks without approval, despite the army wanting to respond to the incursion. PM Modi’s instructions were ultimately: “Do what you deem appropriate.” Rahul Gandhi highlighted this narrative to emphasize the decision-making challenges faced by the Indian Army during border tensions.
