Travel to US, obtain birth certificate, return to China: Author says Beijing is ‘weaponising’ American citizenship through 'Manchurian Generation'

A right-wing author has claimed that China is exploiting American birthright citizenship laws by sending soon-to-be mothers to United States to give birth, securing US citizenship for children, and those children return to China to be raised and then later return back to the US as adults with full legal rights of a US citizen. The allegations come from an investigation by the Government Accountability Institute (GAI) and an exclusive excerpt from The Invisible Coup, a book by New York Times bestselling author Peter Schweizer. He argues that Beijing is pursuing a long-term strategy to establish influence inside US not through spies or cyber attacks, but through birth certificates.

‘Manchurian Generation’

Schweizer says the effort is for the creation of a “Manchurian Generation”, a group of US citizens who are born on American soil, raised in China under Communist Party control, and later re-enter the United States as adults.“China is not simply competing with America economically,” Schweizer writes. He claims Beijing is “weaponizing US birthright citizenship rules” to create a “time bomb” within the country.According to the book, birth tourism has grown rapidly over the past 15 years. Schweizer estimates that between 750,000 and 1.5 million Chinese nationals hold US citizenship only because they were born in US. He claims many parents travel to the US to obtain birth certificates for their children and then return to China, where the children are raised as “Chinese Nationals”. When they turn 18, these individuals can return to US, vote in elections and apply for government jobs. The individuals can also sponsor relatives, including senior Communist Party figures, for permanent residency.“These ‘Americans’ have never lived in the US and are being raised in China under the strict indoctrination of Chinese Communist Party-controlled schools,” the investigation claims.Schweizer argues the impact of this ‘time bomb’ could begin to be felt by 2030.

American mothers birthing Chinese Communist Party officials?

The book also alleges that birth tourism is only one part of a bigger conspiracy. Schweizer describes a more “insidious” practice involving American surrogate mothers carrying children linked to senior Chinese Communist Party officials.One case given as an example in the investigation involves Guojun Xuan. He was described as a 65-year-old Chinese businessman and senior CCP official who owns more than $100 million in California property. Schweizer claims Xuan operated a “surrogacy command center” from his $4.1 million mansion in Arcadia, California.In May 2025, officials reportedly found 15 children living in the mansion, with a total of 21 children linked to Xuan through a multi-state embryo network. Schweizer alleges there are now 107 surrogacy companies in California owned by Chinese individuals, with children often connected to Chinese elites, including intelligence and military officials.The US State Department has previously warned that birth tourism creates a “potential long-term vulnerability for national security”, allowing foreign nationals to bypass the traditional naturalisation process.
