The UAE has officially updated its visa application requirements to include the external cover page of the passport as a required document for all entry permits. The change came into effect last week and has been communicated to Amer centres, travel agencies, and visa service providers via formal notices and system-level updates.According to Khaleej Times, a notice viewed by the publication stated that it is “now mandatory to attach the passport external cover page for all entry permit applications, effective immediately.” The update applies to:

  • Tourist visas
  • Visit visas
  • Multiple-entry permits
  • Correction applications

Visa applications submitted without the passport cover page are being flagged as incomplete and cannot proceed until the document is added.

Updated UAE visa documentation checklist

Under the new protocol, applicants must now prepare the following documents when applying for a UAE entry permit:

  • Passport Bio-Data Page: The main page containing the applicant’s personal information and photograph.
  • Passport External Cover Page: The outermost front cover of the passport, typically displaying the issuing country’s name and emblem.
  • Passport-Size Photograph: A recent, high-resolution photo that meets standard visa specifications.
  • Round-Trip Ticket: Confirmed flight bookings with clear departure and return dates.
  • Hotel Booking Confirmation: Valid accommodation reservation for the full duration of the stay.
  • Travel Insurance (if required): Valid for the duration of the trip and compliant with UAE guidelines.

The external cover page, while devoid of personal details, serves as proof of the passport’s origin and authenticity, helping immigration authorities to cross-check information quickly and accurately.

Why the UAE introduced the new requirement

While official comment from the General Directorate of Residency and Foreigners Affairs (GDRFA) or the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) is still awaited, industry insiders suggest the rule serves a practical verification purpose. Quoting a travel agent, Khaleej Times reported:“Sometimes, some applicants give the wrong nationality. For some passports, it is a little difficult to ascertain the nationality because it is written in really small letters. Having the cover page of the passport will remove ambiguities and help authorities easily ascertain the nationality of the applicant.”This adjustment is expected to:

  • Prevent data entry errors in nationality fields
  • Reduce processing delays due to documentation mismatches
  • Enhance accuracy in identifying and verifying applicants
  • Increase transparency and accountability within the visa system

What applicants should do now

Those planning to travel to the UAE for any reason—tourism, family visits, or business—must ensure their visa applications include both the:

  • Personal data page, and
  • Outer passport cover page

As this rule is in full effect across all visa categories, failing to provide the cover page will result in immediate rejection or delay of the application.To avoid issues:
