The Royal Commission for Makkah and the Holy Sites has introduced draft regulations that define how transport providers must operate, the penalties for violations, and the technical and operational standards needed to keep pilgrim travel smooth and efficient.
New rules and penalties for Hajj transport providers
The draft regulations set clear boundaries for Hajj transportation services and the consequences of non compliance. Violators could face:
- Fines ranging from SR150 to SR100,000 depending on the severity of the violation.
- Suspension from Hajj operations for one to three seasons for more serious breaches.
- Permanent revocation of operating permits for the most severe violations.
The regulations emphasize that no individual or company may operate Hajj transportation services in the designated areas without first obtaining a permit issued by the Pilgrim Transportation Guidance Centre.
Application process and deadlines
Service providers interested in participating in Hajj transportation must submit an application that includes:
- Intent to participate in Hajj transportation.
- The number of buses available.
- Required technical and operational details demonstrating readiness.
Applications open annually on the first day of Jumada al-Thani and remain open for 60 days.

All submissions must be made electronically through the platform designated by the guidance centre.Providers are also required to submit all necessary supporting documents and data by the 15th of Shawwal, although the guidance centre may extend this deadline to the end of Shawwal if needed.
Operational standards and reliability requirements
A key focus of the draft regulations is operational reliability. Service providers must:
- Provide alternative transportation immediately if a vehicle breaks down.
- Within cities and suburbs: within 1 hour.
- Outside urban areas: within 2 hours.
- If a provider fails to arrange an alternative in time, the authority will supply replacement transportation that meets approved standards, and the provider will bear the related costs.
- Ensure the availability of a sufficient number of qualified technicians to maintain buses and guarantee safe and efficient operations throughout the Hajj season.
These measures aim to minimize disruptions and ensure the safety and comfort of pilgrims.
