DMW Secretary Hans Cacdac said the reforms will cut queues, streamline procedures and align overseas services with domestic operations through a Regional Operations Manual that standardises practices across offices. The department also plans to adopt a Quality Management System (QMS), upgrade facilities to global standards, and accelerate digital initiatives such as the OFW Pass, while reducing face-to-face requirements for issuing the OFW Information Sheet, an essential document for overseas workers.In practical terms, these changes aim to decrease foot traffic and bureaucracy, ensuring that OFWs no longer spend hours waiting for basic services. This is especially significant in countries where many Filipino workers have limited time to handle official transactions because of demanding work schedules and travel constraints.

Streamlining travel and travel clearance

Part of this overhaul intersects with efforts to modernise travel documentation for OFWs.
