NEW DELHI: The National Investigation Agency (NIA) has named Muzafar Ahmed, an absconding paediatrician from Jammu and Kashmir, as one of the key conspirators behind the deadly vehicle-borne bomb blast near Delhi’s Red Fort in November 2025 that killed 11 people.In a supplementary chargesheet filed before a Delhi court, the NIA identified Muzafar Ahmed, also known as Faraz and Zafar, as a founding member of “AGuH (Ansar Ghazwat-ul-Hind) Interim”, an alleged offshoot of the Al-Qaeda terror network, news agency PTI reported.

Who is Muzafar Ahmed

According to the NIA, Muzafar Ahmed is a qualified paediatrician with MBBS and MD degrees. He is also the elder brother of co-accused Dr Adeel Ahmed Rather.The anti-terror agency alleges that despite his medical background, Muzafar played a central role in establishing and running the terror module responsible for the Red Fort blast conspiracy.

What does NIA allege

The NIA claims Muzafar was among the principal architects of the conspiracy, along with deceased prime accused Dr Umer Un Nabi, Muzammil, Dr Adeel Ahmed Rather and Mufti Irfan.Investigators say Muzafar attended a secret meeting at Eidgah in Srinagar in June 2022, where AGuH Interim was allegedly formed. The agency has described him as one of the terror outfit’s founding members.The probe further alleges that Muzafar was actively involved in the manufacture, testing and storage of TATP (Triacetone Triperoxide)-based improvised explosive devices (IEDs) at a clandestine facility allegedly operated by Umer and Muzammil at Al-Falah University in Faridabad.TATP is a highly volatile homemade explosive that has been used in several terror attacks worldwide.NIA has also chargesheeted Zameer Ahmad Ahanger and Tufail Ahmad Bhat, both from Jammu and Kashmir.According to the agency, Zameer functioned as an overground worker (OGW) for the terror module and allegedly acted as a courier for arms, ammunition and cash.Tufail, whom the NIA describes as a former OGW of the Pakistan-based banned terror group Lashkar-e-Taiba (LeT), allegedly procured and supplied weapons—including an AK-47 rifle, a Krinkov rifle, a pistol and ammunition—to the module’s main accused.The explosion took place near Delhi’s Red Fort on November 10, 2025, when a vehicle-borne improvised explosive device (VBIED) detonated, killing 11 people.
