From semiconductors to security: Key outcomes from PM Modi’s Malaysia visit

Prime Minister Narendra Modi’s two-day visit to Malaysia marked a significant push to translate the upgraded Comprehensive Strategic Partnership into tangible outcomes.Malaysian Prime Minister Anwar Ibrahim described his talks with PM Modi as “very vital, very strategic and critical” for advancing bilateral relations. He pointed to the elevation of ties in 2024 and said both sides were committed to implementing agreements “in a speedy manner”. PM Modi called the relationship “special”, underlining shared maritime interests, cultural links and democratic values. He also reiterated India’s firm stand on terrorism, saying there should be “no double standards, no compromise”.The leaders held delegation-level talks in Kuala Lumpur and witnessed the exchange of 11 documents, alongside several key announcements. Key agreements signed1. Audio-visual co-production agreementAn agreement to promote joint film and media production, aimed at boosting cultural exchanges and creative industry collaboration.2. Disaster management cooperationAn MoU to strengthen coordination in disaster response, preparedness and capacity-building between the two governments.3. Combating and preventing corruptionAn MoU providing for cooperation in anti-corruption efforts, including information-sharing and best practices.4. UN peacekeeping cooperation (exchange of letters)Extension of an existing understanding to deepen collaboration in United Nations peacekeeping operations. 5. Semiconductor cooperation (exchange of notes)A framework to advance collaboration in the semiconductor sector, a priority area for both economies.6. International big cats alliance framework agreementMalaysia joined India’s IBCA initiative, expanding cooperation on wildlife conservation.7. Social security cooperation (ESIC–PERKESO)A Memorandum of Cooperation to facilitate social security benefits and coordination for Indian citizens working in Malaysia.8. Vocational education and training (TVET)An Exchange of Notes to enhance collaboration in skills development and technical training.9. Security cooperation between national security councilsAn Exchange of Notes formalising closer engagement on national security matters.10. Health and medicine cooperationAn agreement to deepen collaboration in healthcare, medical research and public health systems.11. 10th Malaysia–India CEO forum reportThe joint report was presented to senior officials, outlining recommendations to boost trade and investment ties.Major announcementsBeyond the signed documents, both sides unveiled several initiatives:

  • Establishment of an Indian Consulate General in Malaysia.
  • Creation of a dedicated Thiruvalluvar Centre at Universiti Malaya.
  • Institution of Thiruvalluvar Scholarships for Malaysian nationals.
  • An agreement on cross-border payments between NPCI International Payments Ltd (NIPL) and Malaysia’s PAYNET.
  • An MoU between the University of Cyberjaya and India’s Institute of Training and Research in Ayurveda.
