French President Emmanuel Macron confirmed on Thursday that 26 of Ukraine’s allies have pledged to deploy troops to Ukraine as part of a post-war “reassurance force.” Speaking after a meeting of the “coalition of the willing” in Paris, Macron said the troops would be stationed in Ukraine once the ongoing conflict with Russia comes to an end.

The “coalition of the willing” consists of 35 countries committed to supporting Ukraine. Among them, 26 have agreed to maintain a presence in Ukraine after the war, either on land, at sea, or in the air. This collective effort is aimed at ensuring long-term stability and deterring future aggression.

“We held a call with President Trump […] The conclusions of this call are simple: in the coming days, we will finalise US support and these security guarantees,” Macron told reporters. His remarks highlighted the central role of the US in shaping the coalition’s long-term commitments.

Macron also noted that European nations, in coordination with Washington, are prepared to impose further sanctions on Russia if Moscow continues to resist entering into a peace agreement. “European countries would impose new sanctions on Russia ‘in collaboration with the United States’ should Moscow continue to refuse a peace deal,” the French president said.

Ukrainian President Volodymyr Zelenskyy welcomed the announcement, calling it a significant milestone. He expressed gratitude to European allies for agreeing to deploy troops post-conflict, describing the decision as the first “concrete step.” Stressing the need for diplomacy, Zelenskyy added, “This is not a matter of a desire, this is a matter of necessity,” in reference to potential talks with Russian President Vladimir Putin. “We support any format, bilateral meeting, trilateral meeting, I believe that Russia does everything to defer it.”

Both Macron and British Prime Minister Keir Starmer, who co-lead the coalition, have repeatedly emphasised that any European reassurance force in Ukraine must have the backing of the US. Following the summit in Paris, the leaders held a joint phone call with US President Donald Trump to discuss the path forward.

Earlier in the day, Macron and other European leaders also met with Ukrainian President Zelenskyy and Steve Witkoff, the US envoy for peace talks. The discussions focused on ensuring long-term military and financial support for Ukraine after the war. Zelenskyy later held a private, closed-door meeting with Witkoff to further explore diplomatic solutions.
