Telangana High Court Halts CBI Probe Into PC Ghosh Commission Report On Kaleshwaram Project

On Sunday, CM Revanth Reddy had announced that a CBI inquiry would be sought into the Kaleshwaram project after a debate on Justice PC Ghosh’s findings in the legislative Assembly.

The Telangana High Court has directed that the Central Bureau of Investigation (CBI) should not proceed with an investigation into the Kaleshwaram project based on Justice PC Ghosh commission’s report. The order came while hearing petitions filed by former Chief Minister K Chandrashekar Rao and former Minister T Harish Rao, who challenged the Commission’s findings.

Representing the state, the Advocate General argued that the interim petitions filed by KCR and Harish Rao were not legally maintainable. He informed the court that the government had already decided to hand over the probe to the CBI, relying on the National Dam Safety Authority (NDSA) report. The High Court adjourned further hearing to October 7.

On Sunday, Chief Minister Revanth Reddy announced in the Assembly that a CBI inquiry would be sought into the Kaleshwaram project after a debate on Justice PC Ghosh’s findings in the legislative Assembly. The house endorsed the move, and on Monday the state government formally wrote to the Union Home Ministry after approvals from the Irrigation Department, the concerned minister, and the Chief Minister.

If CBI approves the probe into the PC Ghose’s report, the CBI will reopen investigations into the entire Kaleshwaram project. The Commission recommended a deeper probe into payments made for the Medigadda barrage works and the ultimate beneficiaries of those funds. It also sought an inquiry into the Kaleshwaram Irrigation Development Corporation.

Additionally, the report held contractors responsible for the cost of rebuilding the 7th block of the Medigadda barrage and for repairs at Annaram and Sundilla barrages. It stated that the government is free to take action against former CM KCR, while also faulting former ministers Harish Rao and Etela Rajender, IAS officers, and engineers.
