‘Red-Letter Day’: Speed Post Designated Primary Accountable Mail In Major Postal Overhaul

The Union Ministry of Communications has announced a sweeping overhaul of India’s postal services, officially designating Speed Post as the primary accountable mail service nationwide. This major rationalisation, notified by the Department of Posts, is set to take effect on October 1, marking a significant shift in how important documents and parcels are sent across the country.

Under the revised framework, the traditional Registered Post service, a cornerstone of secure communication for over five decades, will be integrated into the Speed Post system. Registration will no longer be a standalone product but an add-on value-added service available only with Speed Post items. This move is designed to modernise the postal network, reduce service overlaps, and align India Post with global best practices for efficiency and enhanced tracking.

For customers, this means all high-value or legally important communications—such as court summonses, government notices, and statutory documents—will now be dispatched via Speed Post. To retain the essential security and legal weight of Registered Post, the Department of Posts has introduced specific value-added features:

  • A nominal charge of Rs 5 (plus GST) will be levied for the “Registration” facility, ensuring addressee-specific delivery (delivery exclusively to the named recipient or an authorised person).
  • An additional charge of Rs 5 (plus GST) will apply for the new “One-Time Password (OTP) Delivery” feature, which guarantees handover only upon successful OTP confirmation.

The Department has also announced a revised tariff structure for Inland Speed Post, effective from October 1, the first such revision since 2012. For documents, the new rates for the up to 50-gram category are Rs 19 (local) and Rs 47 (for all other distances).

This transition is aimed at streamlining mail delivery through faster processing, air transportation, and mobile-enabled delivery by postmen, ensuring a more reliable and secure system for the digital age. All bulk users, including courts and government bodies, have been directed to complete the transition to the new Speed Post framework by the deadline.
