Manipur Had Maximum Cases Promoting Enmity Among Groups In 2023, Ranked 2nd In Rioting: NCRB

Recent data from NCRB shows that crimes promoting enmity between different groups nationwide increased from 1,104 cases in 2021 to 1,570 in 2022, reaching 2,155 cases in 2023

Manipur led the nation in crimes promoting enmity between different groups, with 473 registered cases in 2023, and was ranked second when it comes to rioting incidents recording 5,421 cases.

According to recent data from the National Crime Records Bureau (NCRB), crimes promoting enmity between groups nationwide increased from 1,104 cases in 2021 to 1,570 in 2022, reaching 2,155 cases in 2023.

State-wise, Manipur had the highest number with 473 cases, followed by Maharashtra with 283, Andhra Pradesh with 200, and Uttar Pradesh with 198 cases.

The unrest in Manipur in 2023 was due to clashes between the Meitei and Kuki-Zo communities, sparked by plans to grant scheduled tribe (ST) status to the Meiteis, which the Kuki-Zo feared would threaten their rights. The violence resulted in more than 260 deaths and displaced over 60,000 people. Reports of protests, minor clashes, and internet suspensions were frequent in the northeastern state.

Regarding public law and order, NCRB data showed an increase in rioting incidents in the country – from 37,816 in 2022 to 39,260 in 2023. The number of rioting victims rose from at least 47,404 in 2022 to a minimum of 47,733 in 2023.

Manipur had the second highest number of rioting cases at 5,421, with Maharashtra leading at 8,861 cases. Bihar reported 4,182 cases, and Karnataka 4,164. Jammu and Kashmir recorded 425 cases, while Delhi had 44.

Further details revealed that cases of rioting during protests/morchas were 857 in 2021, 781 in 2022, and 443 in 2023. Riots and attacks on police personnel or government servants numbered 481 in 2021, 667 in 2022, and 528 in 2023.

Besides rioting, incidents of affray rose from 6,305 in 2022 to 6,830 in 2023. Arson cases also saw a significant increase from 7,811 in 2022 to 13,626 in 2023.
