Himachal Panchayat Secretary Alleges Sexual Misconduct By SDM; Police Inaction Triggers Probe

A fresh controversy has emerged in Himachal Pradesh, where a female Panchayat Secretary from Kullu has accused former SDM Vikas Shukla of sexual misconduct and forcing her to undergo an abortion. She has alleged police inaction despite repeated complaints and has now approached the Himachal High Court seeking protection.

Chief Secretary Prabodh Saxena has written to the Director General of Police (DGP), urging prompt action in the matter. News18 made several attempts to contact the SDM, but was unable to obtain a response as his phone remained unanswered or engaged. Reports indicate that Saxena has ordered a formal investigation into the allegations.

The Panchayat Secretary, a resident of Kullu district, claimed that she was physically exploited under the pretext of marriage and later threatened with death.

According to reports, the woman initially approached the Kullu police with her complaint, but no action was taken. She has now filed a petition in the Himachal Pradesh High Court through a lawyer. The court has directed the Superintendent of Police, the Kullu Women’s Police Station, the Kullu Police Station, and Vikas Shukla, among others, to respond. Shukla is currently posted in Sujanpur, Hamirpur.

In her complaint, the woman accused Vikas Shukla of sexually assaulting her in 2021, after summoning her due to a land dispute. She stated that on August 24, 2024, Shukla deceitfully lured her to his residence where he and a friend attempted to gangrape her, assaulted her when she resisted, and his friend filmed the incident.

The woman claimed that she sustained injuries during the incident and has submitted photographs as evidence. She has also accused Shukla of forcing her to undergo two abortions. Despite these serious allegations, the woman and Shukla had reportedly reached a settlement.

The Kullu police were informed about the dispute at Shukla’s residence on August 24, 2024, when Shukla himself called the police, claiming the woman was creating a ruckus. A case was registered against Shukla’s friend under Sections 126 and 169 of the Bharatiya Nyaya Sanhita, but a compromise was later reached.

The case has come to light days after a female player in Una accused SDM Vishwa Dev Mohan Chauhan of rape. A case has been registered, but Chauhan has not yet been arrested.
