Goa To Launch ‘Mhaje Ghar Yojana’ To Resolve Long-Standing Housing, Land Issues

The Goa government has announced Mhaje Ghar Yojana, a landmark initiative aimed at providing legal recognition and ownership rights to thousands of Goan families living in unregularised homes. The scheme will be launched on Saturday evening in the presence of Union home Minister Amit Shah, amongst the several other schemes and programmes of the Goa government.

The scheme covers houses built before 1972 and offers a fast-track certification process, with deputy collectors mandated to issue certificates within seven days and panchayats within 14 days. Families will gain long-overdue legal clarity without complicated paperwork.

Under the Goa Land Revenue Code (Amendment) Bill, 2025, families residing in homes built on government land before February 28, 2014, will be granted full ownership rights through Class I occupancy. The reforms also extend to houses on Communidade land, subject to certain conditions, and provide a two-year window to legalise unauthorised constructions.

Goa Chief Minister Pramod Sawant described the scheme as a “historic correction”. “It will cover almost 50 per cent of our population and will give Goan families long-awaited security over their homes, ending decades of dispute,” Sawant told CNN-News18.

The scheme promises faster approvals, with construction and occupancy clearances to be issued within 15 days, failing which they will be deemed automatically approved. Repair permissions will be granted within three working days, while families living under one roof will be able to bifurcate homes for separate utilities and house numbers through a simplified process. It also expands rehabilitation measures for displaced families and introduces stamp duty reforms, fixing mortgage duty at Rs 1,000 and capping duties on property transfers within families.

Alongside the housing initiative, Shah will also inaugurate several development projects. These include the rejuvenation of Panaji’s Campal area into a green recreational space under the Smart City project, redevelopment of forest guard hostels at Valpoi, and the launch of a Cloud Call Centre for the 100 Cyber Helpline. A new Goa Police Mobile App will also be introduced.
