Ukrainian President Volodymyr Zelenskyy spoke to reporters at the White House on Monday following his  meeting with US President Donald Trump. In a significant development, Zelenskyy revealed that Ukraine has offered to purchase $90 billion worth of American weapons as part of broader negotiations around post-war security guarantees.

The announcement comes as several European nations have already confirmed multi-billion-dollar arms deals with the US to support Ukraine’s defence, including acquisitions of advanced systems such as the Patriot missile defence system.

Meanwhile, a report by the Financial Times indicated that Ukraine may be preparing to enter into an even larger agreement, potentially reaching $100 billion in US weapons purchases, alongside a $50 billion drone production deal. According to the report, these deals are aimed at securing long-term American security guarantees for Ukraine after a prospective peace settlement with Russia.

The Financial Times also reported that the funding for this massive defence acquisition would be largely supported by European partners. In exchange, they expect the US to commit to offering firm security guarantees to Ukraine, even if NATO membership remains off the table in the short term.

Since Russia’s full-scale invasion of Ukraine in February 2022, the US has provided approximately $66.9 billion in military assistance, as of early 2025. According to The Wall Street Journal, Congress has appropriated a total of $175 billion in aid to Ukraine, which includes military support, $49 billion in budgetary aid, and $3.6 billion in humanitarian relief.

Security guarantees for Ukraine dominated discussions at the White House meeting. NATO Secretary-General Mark Rutte, speaking to Fox News, clarified that while Ukraine’s full NATO membership isn’t currently on the table, US and European leaders are discussing “Article 5 kind of security guarantees for Ukraine.” Article 5 of the NATO treaty affirms that an attack on one member is considered an attack on all, serving as the alliance’s cornerstone of collective defence.

In a notable development during the summit, President Trump revealed that Russian President Vladimir Putin has indicated that Russia would accept security guarantees for Ukraine. “This is one of the key points that we need to consider and we’re going to be considering that at the table,” Trump said. However, Trump also emphasised that the primary responsibility for implementing and upholding these guarantees would fall to Europe.
