Bahrain signs deal for 137 homes in Salman city; here’s how families can apply

Bahrain’s Ministry of Housing and Urban Planning has signed agreements to build 137 new housing units in Salman City, accelerating a public-private push to deliver more homes for Bahraini families. The move is part of the Government Land Development Rights Programme and underscores the ministry’s drive to partner with private developers to speed up delivery.

Project details; what’s being built, where and how

The development covers multiple parcels in Salman City and is structured as three building sets to total 137 units split into groups of 69, 44 and 24 units across roughly 27,000 square metres. These figures match earlier tender announcements and the newly signed agreements. The project aims to provide a mix of family-friendly homes with green spaces and modern amenities. The partnerships were formalized by Amna bint Ahmed Al Rumaihi, the Minister of Housing and Urban Planning, with the executives from the four participating firms.The new units are allocated as follows:

  • Delmon Gate will construct the largest share with 69 units.
  • First Bahrain Real Estate Development Company will implement 44 units.
  • Naseej Real Estate in partnership with Almoayyed Contracting Group will build 24 units.

The agreements were signed by the Minister, along with Amin Al Arrayed (CEO of Naseej Real Estate), Hala Farooq Almoayyed (Contracting Executive Director of Almoayyed Contracting), Abdullah Ali (CEO of Delmon Gate), and Omar Faisal Al Tamimi (CEO of First Bahrain).

Affordable and high-quality housing allocation

Minister Al Rumaihi confirmed that these projects directly align with the Ministry’s long-term strategy to expand the Land Development Rights Programme across the entire Kingdom. The main objective of this strategy is to accelerate housing allocations for Bahraini families by diversifying housing options that match the citizens’ individual financing capabilities.The Minister highlighted the successful track record of the PPP approach, citing previously delivered projects like “Suhail” in the Lawzi district, “Al Naseem” in Salman City, “Al Wadi” in Buhair, and the development in Hawrat Sanad, which together have provided hundreds of homes. She stressed that public-private partnerships are crucial for ensuring the sustainability of housing services. The increasing interest from local developers and the ensuing market competition are credited with ensuring the new housing units will be both high-quality and affordable for citizens.

Meet the builders: Background of the private developers

The Ministry is collaborating with firms that have proven experience and strong track records in the Kingdom’s real estate and construction sectors to ensure quality and timely delivery:

  • Delmon Gate: Active since 2012, this specialized residential developer is a known partner in the Ministry’s PPP initiatives. They have a successful track record, notably as a key collaborator on the existing “Al Naseem” housing project in Salman City.
  • First Bahrain Real Estate Development Company: Founded in 2005, this innovative investment firm focuses on a demand-driven approach across the GCC. Their involvement highlights the strong confidence that larger investment companies have in the government’s housing strategy.
  • Naseej Real Estate: Recognized as the MENA region’s first fully-integrated real estate and infrastructure development company. Capitalized by major public and private investors, Naseej was established to specifically pioneer and address the need for affordable housing development.
  • Almoayyed Contracting Group (ACG): A powerhouse in Bahrain’s construction industry since 1982, ACG holds a prestigious Grade AA civil contracting rating. They are widely known for their stringent quality adherence and deep experience building critical infrastructure across the Kingdom.

How to register: Eligibility and process

Bahrain has an online “Apply for Housing Request” eService that lets citizens apply for housing units, land, or apartments. Eligibility conditions include:

  • Age between 21 and 50 at time of application.
  • Monthly income ceilings (e.g. not more than 900 Bahraini Dinars currently for housing requests).
  • Not having previously benefited from government housing or dwelling under ownership in the past 3 years.
  • Must be Bahraini and head of the family.

To apply:

  • Log into the Bahrain government eServices portal.
  • Navigate to “Housing & Addresses → Apply for Housing Request.”
  • Fill in required personal, income, and residency information.
  • Upload supporting documents (salary slips, ID, property ownership records, etc.).
  • The processing time for a housing request is typically 5 working days once submitted.

The addition of these 137 units in Salman City marks another solid step in Bahrain’s national commitment to its citizens. By making public-private partnerships a crucial component of the housing strategy, the Ministry is ensuring the reliable and sustainable provision of homes, moving beyond traditional methods.
