Bihar Polls: Voters Can Now Directly Call Booth-Level Officers, Here’s How

In a major step towards improving voter services, the Election Commission of India (ECI) has launched a new feature allowing voters to directly connect with their local Booth Level Officers (BLOs). This facility is now available through the newly introduced ECINet app, as well as via the Voter Helpline number 1950, and the Voter Service Portal.

The announcement was made on Monday, as the ECI also released the schedule for the Bihar Assembly elections, which will be held in two phases — on 6 and 11 November — with counting on 14 November. The entire election process will be completed by 16 November.

At a press briefing in New Delhi, the ECI showcased the ECINet interface, designed to simplify electoral services and bring all key functions under a single digital umbrella.

As part of this system, over 90,000 BLOs, 243 Electoral Registration Officers (EROs), and 38 District Election Officers (DEOs) in Bihar are now digitally connected, enabling faster voter assistance and service delivery.

How To Contact Your BLO?

Voters can contact their local BLOs in two simple ways:

  • Via the ECINet app – Search for your BLO’s details and book a callback directly.
  • By dialling 1950 – Use the format +91 [STD Code] 1950. For example, +91-612-1950 for Patna.

This allows voters to ask questions, resolve issues, or get help with voter registration, name corrections, and polling-related queries — all without visiting any office.

Why Bihar First?

Bihar is serving as the pilot state for ECINet, which integrates more than 40 existing mobile and web apps into one unified platform. Based on the experience and feedback during the Bihar elections, the ECI plans a nationwide rollout.

ECINet aims to streamline the voter experience, reduce confusion, and ensure real-time data accuracy. The app is also part of a broader push to digitise and modernise India’s electoral processes, offering voters a cleaner, faster, and more accessible interface.

The data provided through ECINET will be strictly aligned within the legal framework established by the Representation of People Act 1950, 1951, Registration of Electoral Rules, 1960 Conduct of Election Rules, 1961 and instructions issued by ECI from time to time.
