Congress Rajya Sabha MP Digvijaya Singh has written to Prime Minister Narendra Modi urging the Centre to issue a white paper on question paper leaks and other irregularities in examinations conducted by the National Testing Agency over the last eight years.Singh said several students had approached him with concerns over the handling of exam-related controversies and the lack of publicly available information on investigations.

In his letter dated June 4, 2026, Singh referred to the recent cancellation of the NEET-UG 2026 examination and its impact on students.“At a time when the cancellation of the NEET-UG 2026 examination has wreaked havoc on the mental health of lakhs of students, one critical stressor for them has been the lack of clarity on how previous paper leaks, etc. have been investigated,” he wrote.Singh argued that there is currently no consolidated public record detailing cases of paper leaks, the investigations carried out by agencies such as the CBI and state authorities, or the status of prosecutions.According to him, the absence of official information has led to speculation and rumours surrounding several high-profile examination cases.Demands white paperThe Congress leader also cited specific instances, including allegations that the main accused in the NEET-UG 2024 paper leak case in Hazaribagh, Sanjeev Kumar alias Mukhiya, was reportedly out on bail. He further referred to reports that the CBI had filed a closure report in the UGC-NET 2024 case, concluding that no irregularities had occurred.“To inspire renewed confidence in the administration’s ability and willingness to deliver justice to India’s students, I therefore propose that the Government of India issue a white paper,” Singh wrote.He said the document should include a list of all paper leaks and irregularities in NTA-conducted examinations over the past eight years, details of actions taken by the NTA and investigative agencies, information on arrests and prosecutions, and the current status of accused persons.According to Singh, greater transparency would help restore confidence in India’s examination system.Why was NEET-UG 2026 cancelled?The National Testing Agency (NTA) cancelled the NEET-UG 2026 examination held on May 3 and announced that the medical entrance test will be conducted again on fresh dates to be notified separately.This came after allegations of a large-scale “guess paper” leak pushed the exam into a nationwide controversy.On Thursday, The National Testing Agency (NTA) responded to a social media post that alleged Re-NEET 2026 question papers were being sold through Telegram channels.Responding to the complaint, the NTA said, “These are being reported to CyberCrime for verification and action.”The NEET UG 2026 re-exam has been scheduled to be held on June 21.
