War Update: Iran Moves to Legalize Hormuz Strait Toll Collection

Iran has begun formal steps to legalize toll collection in the Strait of Hormuz, especially as the U.S. stance appears to soften. The proposal requires approval through four layers: first, Iran’s Security Council; second, the Parliament; third, the Guardian Council for constitutional validation; and finally, the President’s approval. Once signed, the tax collection will become fully legal under Iranian law. Currently, Iran has imposed a temporary blockade in the strait, which may soon become permanent. The IRGC forces are expected to collect tolls from oil and gas tankers passing through the route, charging them in Iranian currency (rial). Notably, ships belonging to allies of the U.S. and Israel may not be allowed passage at all. Over the past month, vessel movement has already been restricted, with reports of attacks and forced payments. Despite U.S. President Donald Trump previously hinting at military action to reopen the route, Iran maintains strong control due to strategic islands, missile bases, naval strength, underwater drones, and sea mines.
