What is the 'No Welfare for Non‑Citizens Act'? Republican Congressman proposes bill to bar benefits for immigrants

The ‘No Welfare for Non‑Citizens Act’ is a bill introduced in the United States House of Representatives that aims to stop non‑citizens from receiving federal welfare benefits and subsidies. It was filed by anti-Islamic and MAGA Representative Randy Fine, a Republican from Florida. It aligns with a lot of GOP lawmakers’ policies aiming to prioritise benefits for American citizens.According to the official press release from Fine’s office, the legislation would end eligibility for federal welfare programmes for all non‑citizens, including both undocumented immigrants and those in the country legally but without full citizenship. The bill’s sponsors argue that restricting welfare benefits to citizens will protect American taxpayers and reduce federal spending, which they say contributes to the nation’s high debt.Fine has presented the proposal as a response to forecasts that the federal government will spend hefty amounts on welfare for non‑citizens in the next decade. He argued that these funds should instead go to native American citizens. These include benefits such as healthcare, housing, food assistance, and other programmes that he says should be reserved for those with US citizenship. The act’s supporters say that existing immigration laws already limit welfare access for many non‑citizens, and that this bill would close “loopholes” that allow some immigrants to receive federal benefits without facing consequences. Under current law, non‑citizens are categorised as “qualified” or “not qualified,” with eligibility for most federal welfare programmes limited to those who meet specific criteria, and many facing a five‑year wait before they can access benefits after obtaining legal status.Democrats and progressives say that the proposed act crosses a line and goes far beyond existing federal restrictions. They say it could strip benefits from lawful immigrants and their families who pay taxes and contribute legally to the economy. Furthermore, there are many benefits currently restricted under welfare and immigration law that were designed to create a balance between social support and fiscal responsibility, and that intensive bans could have harsh humanitarian impacts.The bill must still be considered by committees in the House of Representatives and would need approval by both the House and the Senate before it could reach President Trump’s desk. Furthermore, Fine claims the bill is aimed to stop Somalis integrating too much in US on American taxpayer money.
