Japan has voiced strong support for Ukraine, with Prime Minister Shigeru Ishiba announcing on Tuesday that the country will participate in providing security guarantees to help prevent future Russian aggression. The comments were reported by Jiji Press following Ishiba’s briefing with reporters at the Prime Minister’s Office in Tokyo.

“We’ll thoroughly discuss what our nation can and should do, including from the perspectives of laws and capabilities, and play an appropriate role,” Ishiba said, signaling Japan’s intent to contribute to international efforts aimed at securing Ukraine’s sovereignty.

The announcement came just one day after US President Donald Trump hosted Ukrainian President Volodymyr Zelenskyy and several European leaders at the White House. The high-level meeting focused on advancing negotiations around the Russia-Ukraine conflict, exploring a potential trilateral summit between Putin, Zelenskyy, and Trump, and outlining frameworks for future security guarantees to Ukraine.

President Trump stated during the talks that Russian President Vladimir Putin has shown signs of being open to the idea of granting security guarantees to Ukraine. However, Trump emphasised that the primary responsibility for upholding such guarantees would rest largely with European nations.

NATO Secretary-General Mark Rutte, who also attended the Washington meeting, later told Fox News that a coalition of 30 countries, including Japan and Australia, has been working in recent months to develop a plan for providing these guarantees. “Over the last couple of months… a group of now 30 countries, including Japan and Australia, are working on this concept of security guarantees,” Rutte said. Japan officially joined the coalition in March.

While Ishiba confirmed Japan’s participation, he did not outline specific details, stating, “We’re not in the phase where we can provide details.”

The Japanese Prime Minister also commended President Trump’s diplomatic efforts, praising his talks with both Zelenskyy and European leaders. He reiterated Japan’s position in support of a ceasefire and a “just and lasting peace” for Ukraine.

In parallel to its international diplomatic stance, Japan is also engaged in direct talks with Ukraine to expand bilateral cooperation. In June 2024, Japan became the first non-NATO nation to sign a security agreement with Ukraine. The 10-year pact includes commitments to continued humanitarian and non-lethal aid, as well as long-term support for Ukraine’s post-war reconstruction efforts.
